PLaCIDS Averroes is created based on awareness to answer society needs to the importance of study and action to advocate public policy. PLaCIDS Averroes awares that policy advocacy should based on society that knows and strives to achieve the right as part of public space. PLaCIDS Averroes attempts to facilitate realization of awareness and society participation in public space and to mediate public communication between society interest, businessmen, and government as public policy maker.
PLaCIDS Averroes works in public policy analysis and society development study. It knows that decision making characteristic at this modern era must involve information using and science by decision maker. That model based on the development relation between knowledge and power that is rational. Policy analysis which generally is purposed to increase a more rational policy both at policy formulation process and at policy application could be applied rightly.
One important thing of policy analysis is policy advocacy, where there is relation between research and real condition to affect policy agenda inside or outside government. At the end, it could be said that actually public analysis could strength democracy process. It needs public space which will be used by government and society to plan a policy. PLaCIDS Averroes aspirates the development of society awareness to assure citizen rights and to support relationship government with private, legislative, non government organization, society to achieve good governance from a policy that contain participation principle, rule of law, transparency, and responsiveness.
In relation to policy creation, PLaCIDS Averroes argues that the society participation must be begun by an intensive relation between all stakeholders to become part solution of the problems, not adding the problem. Therefore, society participation must have qualification as a participation form with high quality. Society participation weight is important. High quantity participation is also more important when society trust to the politic institution and government is lower. Pragmatism will spread if not balanced by more active control from society.
In comprehension area and awareness to support high quality of society participation, PLaCIDS Averroes has some activities and programs that contain strategic point of view of PLaCIDS Averroes to all phenomena which develop in society, mainly related to public policy and society strengthening.
PLaCIDS Averroes identifies internal management steps to strength organization steps to make active participation in society. PLaCIDS Averroes knows that the effort to make contribution to society will not optimal if not supported by strong institution capacity in the PLaCIDS Averroes itself.
Some programs that still and already worked are Democracy School, weekly discussion forum, radio talk show, shaping and advocacy of task force among political parties in East Java, capaci ty bui lding of vi l lage governmental organization, education and training to increase young leadership capacity, and develop institution network.

Akal dan wahyu sama-sama merupakan karunia Allah. Akal dan wahyu bagaikan “saudara sesusuan” (ukht al-radi’ah) yang bisa dibedakan tapi tidak mungkin dipisahkan. Akal memerlukan wahyu karena ada sesuatu di dunia ini, khususnya yang berkaitan dengan alam gaib (metafisika), yang tak bisa dicapai akal. Sementara wahyu juga memerlukan akal karena tanpa akal, wahyu tak bisa dipahami.
Averroes adalah figur yang berbeda dengan tokoh-tokoh besar Islam lainnya. Buah pemikirannya sangat berpengaruh bagi peradaban modern. Perhatian Averroes jauh melampaui sekat-sekat agama. Pemikirannya bersifat universal. Ia sangat apresiatif terhadap filsafat dan ilmu pengetahuan, serta menjunjung tinggi nilai-nilai tradisional.
Averroes selalu membuka ruang bagi kemungkinan datangnya kebenaran baru. Baginya, sumber kebenaran tidak hanya datang dari wahyu, tapi juga dari hikmah para filsuf dan pemikir. Averroes selalu berusaha mengharmonisasikan dua sumber kebenaran yang diyakininya, yakni wahyu dan akal. Tidak ada pertentangan antara wahyu dan akal, antara agama dan ilmu, antara syari’ah dan falsafah.
Di sinilah gagasan utama Averroes tentang penyatuan dua sumber kebenaran yang kerap dipertentangkan menjadi inspirasi mendalam bagi sekelompok anak muda yang tinggal di Malang untuk mengembangkan pemikiran-pemikirannya.
Penggunaan nama Averroes sebagai nama komunitas bukan semata-mata didasari oleh figur Averroes sebagai personal, melainkan karena buah pemikirannya yang mampu mengubah stagnasi menjadi dinamika. Penggunaan nama Averroes juga bukan sebagai bentuk pengkultusan.
Dengan semangat membangun wacana kritis rakyat, untuk mewujudkan masyarakat yang memiliki jati dirinya secara otonom, kritis, demokratis, humanis dan mandiri, maka didirikanlah Averroes Community.
